Hi, you are right, not much meat on the bone following the increase in daily admissions. I'm not sure the increase is purely for tourists at this time. The government has been talking for the last month about increasing the number of immigrant workers, sorry forgive me, Technical Trainees. This is in food production and manufacturing, but not so much in hospitality. They have also been talking about the need for more students.
The item that interests the Japanese public is when the GoTo travel campaign will be started. I'm not sure the government would want to upset there potential voters by flinging open the borders first. (they have enough other problems at the moment that are upsetting the voters at the moment) Today there are some limited Prefecture travel promotions and rules to go with them. In general if you book a hotel within your Prefecture you have to show at least 2 vaccinations or a negative test. If you go outside the Prefecture it has to be at least 3 vaccinations or a negative test.
Maybe the announcement was more to give the impression that things are moving alone and in my view triggered by Korea opening there door a lot more this weekend.
