Yes, Japan has 47 prefectures and only three of them are Tokyo, Kyoto and Osaka. The snobs in Kyoto complain about "over-tourism," which is nothing more than a failure on the part of the Japanese tourism sector and government to share the love across the country. It's a big, beautiful country with so much to offer; but avoid Tokyo, Kyoto and Osaka.
