Basically, there are 3 options of public transportation that you can take to get from Haneda International Airport Terminal 3 to Tokyo center.
Option 1 is the Monorail.
Option 2 is the Keikyu line.
And option 3 is the bus.

The best option depends on your destination in Tokyo, partly on your arrival time, and whether or not you have the JR Pass (Japan Rail Pass).
