Tobacco is the plant put in the cigarette
so, tobacco is the most common kind of cigarette. a cigarette is a rolled sphere shape that can be filled with something with the intention of smoking it. there are tobacco cigarettes and weed cigarettes, most commonly.
Tobacco is the leaf (plant). Cigarette is the combination of tobacco rolled in paper. You can also get chewing tobacco (which you chew instead of smoke)
The "very illegal thing" it resembles is actually legal in most of the us wwww

Tabbaco is the name of the plant/substance. Cigarette is just one of the forms of consuming tabbaco
