Although it’s not in Sakura Season (Cherry Blossom Season), Temiya Park’s Botanical Garden makes for some excellent and very quiet views. I’m contradicting myself here, but located in the NORTHERN tip of Otaru, you are gifted with a nice view of the ocean while surrounded by trees and a delicately crafted garden.
