The 2025 edition of the QS World University Rankings by Subject, released by higher education evaluation firm Quacquarelli Symonds (QS), has laid bare the extremely weak presence of Japanese universities in the field of Data Science and Artificial Intelligence (AI). Not a single Japanese institution ranked in the top 50, and only Kyoto University managed to place within the top 100.

The global top spot was claimed by the Massachusetts Institute of Technology (MIT) in the U.S., followed by Carnegie Mellon University (U.S.) in second place and Oxford University (U.K.) in third. Rounding out the top 10 are the University of California, Berkeley (U.S.) at 4th, Nanyang Technological University (Singapore) at 5th, Harvard University (U.S.) at 6th, the National University of Singapore at 7th, ETH Zurich (Switzerland) at 8th, Yale University (U.S.) at 9th, and the University of Toronto (Canada) at 10th.

The country-level landscape highlights the overwhelming dominance of the United States and the United Kingdom. The U.S. placed 16 universities in the top 50 and the U.K. placed 5. Expanding the scope to the top 100, the U.S. accounts for 23 institutions and the U.K. 12, meaning the two countries together represent more than one-third of the total.

In stark contrast, the decline of Japan, which once dominated global manufacturing, is severe. With zero universities in the top 50 and Kyoto University barely making the top 100, the results clearly illustrate the lag in AI education and research at Japan’s higher education institutions. This comes as the country’s industrial structure shifts from a manufacturing-centric model to knowledge-intensive sectors like IT and finance.

The rise of Canada and Australia is also noteworthy. Canada placed five universities in the top 50, while Australia placed three in the top 50 and seven in the top 100. These countries, traditionally known as resource-rich or immigrant nations, are steadily increasing their presence in the AI field, reflecting a broader transformation of industrial structures.

The QS survey reveals that countries and regions driving AI education and research can be broadly divided into three groups. The first group consists of the U.S. and the U.K., which have successfully transitioned from post-Industrial Revolution manufacturing powerhouses to IT- and finance-led economies, with their universities adapting to this trend. The second group includes countries like Canada and Australia, which are gaining influence through agile policies and investment. Japan, meanwhile, remains stuck in a third group, unable to break free from its legacy industrial structure.

What these ranking results suggest goes beyond mere university hierarchy. In an era where AI talent development and R&D capabilities are directly linked to future economic competitiveness, Japan’s position is extremely precarious. The success experience of the manufacturing era may paradoxically be hindering a bold reallocation of educational and research resources. Concerns are mounting that without a fundamental overhaul of Japan’s AI strategy, integrating both industry and academia, the country’s international competitiveness will further erode.
