Is Otaru worth a full day from Sapporo?
For us, yes — but only if you choose the right stops. We found music-box making to be a genuinely unique family activity, Kamaei fish cake worth queuing for, and the Otaru Canal a free stop that should be part of the plan.
The rest of the street is full of snacks and souvenirs, so it is easy to spend more than expected without actually doing much.
Plan 2–3 purposeful stops instead of just wandering.
