To reach the chest, fast travel to the Tokyo City Docks drift zone, and there should be some warehouses on your right. The one you are looking for has the name “Irakuzu” in black letters facing the drift zone.
From here, head to its south-eastern entrance, and go up the ramp on the right, heading immediately right to the catwalk attached on the outside. Follow this part around the building, and head over the small jump without too much speed. Upon landing (and definitely not falling off of the side), head right and up the steep ramp, jumping to the next catwalk ahead. Continue straight ahead towards the warehouse on the opposite side, and there will be an opening just before the next ramp. Head inside the warehouse, and drive over the two small metal walkways. From here, turn right, and head to the opening that leads to another catwalk. The chest will be located on this catwalk attached to the outside of the building.
