Maybe nobody shows that because they have respect for people less fortunate than themselves, which clearly you don't.

Yes I have been in Tokyo for a year and i used to see these people, also near Shinjuku station too.
Using taxes to build homeless shelters and give these people therapy and something usefull to do would solve the problem.
Maybe on the countryside, away from drug Dealers, living on a farm where they could work at an animal sanctuary.
Naive, but I think it's worth trying.
