I visited recently when taking a cruise with Carnival and visited Amber Cove. We took a taxi to Puerto Plata and I did find it quite laid back as you described. My only complaint was the taxi driver had certain places we "had to go". Next time, I think I will look in to getting a scooter or something so I can explore on my own time.
