Kyoto Japan is going broke and they need tourism. Without tourism they have been losing so much money and local businesses are begging for foreigners to come back.

The real reason why Japan's national government refuses go back to normal and let tourists come back is because of mainland china. If they allow borders to reopen and exclude people from mainland china, the CCP will have a massive fit, see japan as a enemy, and will potentially cut off the supply of cheap consumer goods to the country.
Fall 2023 seems really far out. I was hoping for Spring 2023 and Summer at the latest. But Japan been too slow for opening… idk.
