I was in Hokkaido for a total of 8 days in mid September 2017. We took the 3 minute cable car ride up Mount Hakodate at roughly 5PM and managed to catch the sunset at 6:15PM on that day. It was just the right amount of breeze, not too chilly and not too packed. Watching the sunset and the city lights slowly turning on one by one was such an awesome experience.
