Kōtō (江東区, Kōtō-ku) is a special ward located in Tokyo Metropolis, Japan. The ward refers to itself as Kōtō City in English. As of May 1, 2015, the ward has an estimated population of 488,632, and a population density of 12,170 persons per km². The total area is approximately 40.16 km².
Kōtō is located east of the Tokyo metropolitan center, bounded by the Sumida River to the west and the Arakawa River to the east. Its major districts include Kameido, Kiba, Kiyosumi, Monzen-nakachō, Shirakawa, and Toyosu. The waterfront area of Ariake is in Kōtō, as is part of Odaiba.

The history and culture of old Japan are still alive in Koto City. Koto City has been loved by many people as a city that has been handed down traditions from the Edo era. The city has lots of authentic shrines and temples. The Tomioka-hachimangu Shrine is famous for its “Fukagawa Hachiman Festival,” one of the three largest festivals in Edo. In addition, folk performing arts such as “Kakunori in Kiba” (rolling a floating square timber by foot) and everyday craftsmanship have been passed down from generation to generation. At Fukagawa Edo Museum, you can enjoy walking around on life-sized restored Edo-era streets.
Toei Bus is a bus service running from central urban areas to old town (shitamachi) areas in Tokyo’s 23 wards, in part of Edogawa Ward (Edogawa-ku) and of Tama Area. There are many routes in Toei Bus network, which provides easy access to various tourist spots.
The Tokyo Metro Tozai Line (東京メトロ東西線, Tōkyō Metoro Tōzai-sen, East-West Line), is a rapid transit line in Tokyo and Chiba Prefecture, Japan, owned and operated by Tokyo Metro. Its name literally means East-West Line. The line runs between Nakano Station in Nakano, Tokyo and Nishi-Funabashi Station in Funabashi, Chiba. The Tōzai Line was referred to as Line 5 during the planning stages, thus the seldom-used official name is Line 5 Tōzai Line (5号線東西線, Go-gō-sen Tōzai-sen). On average, the line carries 1,642,378 passengers daily (2017), the highest of all lines in the Tokyo Metro network. On maps, diagrams and signboards, the Tōzai Line is shown using the color “sky blue” (T), and its stations are given numbers using the letter “T”.
The Tōzai Line features through services on both ends. Trains run through onto the East Japan Railway Company (JR East)’s Chūō-Sōbu Line for Mitaka at the western end, and onto either the Chūō-Sōbu Line for Tsudanuma or the Tōyō Rapid Railway Line for Tōyō-Katsutadai at the eastern end, making the line an alternative route to the Chūō-Sōbu between Nakano and Nishi-Funabashi.
According to the Tokyo Metropolitan Bureau of Transportation, as stated in the 2018 release of the Tokyo Metro Tōzai Line continues to be most crowded subway line in Tokyo, and the most crowded train line in all of Japan, at its peak running at a dangerous 199% capacity between Kiba and Monzen-Nakachō stations.

As of October 2012, the official intercensal estimate showed 13.506 million people in Tokyo with 9.214 million living within Tokyo’s 23 wards. During the daytime, the population swells by over 2.5 million as workers and students commute from adjacent areas. This effect is even more pronounced in the three central wards of Chiyoda, Chūō, and Minato, whose collective population as of the 2005 National Census was 326,000 at night, but 2.4 million during the day.
