
Osaka City in Osaka Prefecture, Japan, will stop accepting new applications for the Osaka City National Strategic Special Zone Foreign Guest Accommodation Business (special zone minpaku) as of May 29, 2026.
The policy was decided by the Minpaku Countermeasures Project Team on September 30, and a proposal to amend the area plan was submitted to the National Strategic Special Zone Council held on November 17. Certification for the amendment was granted on November 28.
Applications for approval of changes to already certified special zone minpaku facilities regarding the addition of guestrooms or an increase in floor area will also no longer be accepted as of the same date. Special zone minpaku facilities that have already been certified may continue to operate as before.
