TOKYO: The Foreign Ministry in Tokyo has lowered the danger level for Misrata City, Misrata Governorate, on the western coast of Libya to “Level 3,” which advises to “avoid all travel.” Misrata was set at the highest ‘Level 4, Evacuation Advisory’, and the Ministry said its decision was made due to the city’s stable security situation, which has remained consistent for a longer period compared to other regions and cities. 

The Ministry, however, maintained its alert that the risk of unforeseen incidents cannot be ruled out, and there is a potential for a sudden deterioration in the security situation, advising Japanese citizens to refrain from traveling to Libya, including Misrata, regardless of the purpose. 

The Travel Advisory Division of the Ministry has urged all Japanese citizens to “evacuate Libya and avoid all travel to the country. “If you are compelled to stay in Libya, please take measures to ensure your safety by quickly relocating to a secure area or leaving the country in the event of any unforeseen incidents in the future,” the alert said.

The Ministry explained that Libya continues to experience armed conflict between militia groups and an unstable political situation, with governments coexisting in the east and west. “There are multiple militia groups within Libya, and the risk of sudden clashes between rival militia groups and a deterioration in the security situation remains.” 

According to the update, “unlike Tripoli and other regions, Misrata City in Misrata Governorate has a single militia organization—the Joint Operational Force (JOF)—that is authorized to act as military police. This organization is primarily responsible for maintaining security within the city, which reduces the likelihood of clashes between militias compared to other areas. As a result, the security situation in Misrata has remained relatively stable for several years.

Additionally, Misrata City is Libya’s leading commercial hub and features a special economic zone. The city has developed significant economic infrastructure, including Misrata International Airport, which operates direct flights to countries such as Turkey, Egypt, Tunisia, and Italy. The airport functions reliably as an international gateway.”

The ministry stated that the Embassy of Japan in Libya reopened on January 15, 2024, and is dedicated to ensuring the safety and well-being of its citizens. “While the embassy’s services are currently limited to matters related to protection, liaising and coordinating with the Libyan government, and gathering information, our commitment to the safety of our citizens remains steadfast.”
