Overnight visitors to Kyoto will soon face a sharp rise in tourist accommodation taxes, with new rates set to take effect from March 1, 2026. The revised tax structure, approved by the Kyoto City Council earlier this year and confirmed by Japan’s Minister of Internal Affairs and Communications on October 3, will see some categories of taxes increase by up to ten times the current amount.

Kyoto, one of Japan’s most visited cultural hubs, attracts millions of travellers each year with its thousand-plus Buddhist temples, gardens, traditional architecture, and renowned geisha districts. However, the city has struggled with over-tourism, pressure on infrastructure, and the challenge of preserving its heritage.

Under the new system, the amount of tax will depend on nightly accommodation charges per person.

City officials stated that the additional revenue will be directed towards improving Kyoto’s appeal as a global destination. Funds will support safer transport systems, the promotion of lesser-known neighbourhood attractions, preservation of cultural assets, and measures to mitigate over-tourism challenges such as congestion and waste.
