BUSAN, South Korea — Outgoing Japanese Prime Minister Shigeru Ishiba is set to visit South Korea on Tuesday to hold a summit with his counterpart that Seoul said marks the resumption of shuttle diplomacy between the two historical rivals who have worked to turn an often fraught relationship toward cooperation.
