Unstable atmospheric conditions caused very heavy rain in Tokyo and Kanagawa Prefecture on September 11. About 120 millimeters of rain fell in one hour from 2:30 p.m. to 3:30 p.m. in Tokyo’s Shinagawa Ward. This level of rain happens only once every four to five years, and the Tachiai River flowing through the ward overflowed as rainwater gathered.
