It will not make any financial or practical sense at this point or in the near future.
Even the “favourites” would rather be merged to NijiP than keep them in NijiEN.

I’m not knowledgeable about HoloEN at all, but I’ve seen people say NijiEN is so split apart internationally that to Anycolor, setting up a studio in one country most livers would have to fly into anyway would be more expensive than just flying people into Japan for a few weeks when they’re needed.

The stock of niji is in the garbage at least in the en side. Hololive is dreaming much bigger than Japan and they are already pretty dominant there. I’d surmise that letting everyone go and restarting the en branch from the beginning would be a better idea than continuing as is for niji.

Ignoring that an overseas office would put Niji at risk of having to follow non-Japanese laws (a problem when they seem to have issues with Japanese laws as is), funding something like that costs money that isn’t going to stock buybacks or yachts

(Standard disclaimer that I’m not a lawyer. That said, several lawtubers have mentioned the lack of a US/Canadian company as one of the reasons it would be so difficult for NA-based people to sue AnyColor and actually get anything out of it)
