definitely get onto Rishiri/Rebun. if it's possible at all, head out to Rumoi from Asahikawa to go up to Wakkanai and you can also check out Yagishiri/Teuri islands, it's also almost amaebi season in Haboro and they're really good there, then you can head up to Horonobe and check out the Tonakkay(Reindeer) farm and the town of Teshio before making it up to Wakkanai. there's not as much going on in the middle along the railroad other than Nayoro and maybe Otoineppu and it might be hard to find cars there (maybe some trucks), then it's pretty much all dead space between Nayoro and Horonobe.

I have travelled southern half of Hokkaido with friends some years ago. Noboribetsu onsen deska. We went there to see the spring, Lakes and green fields. It was Summer time. So different than Honshu. Looking forward to yours. Enjoy 😊.

I think that statue was made in 1934 and it got melted when 1944 world war ll and so they remake the statue when1948 in shibuya train station Inmemory of Hachiko
