It's cheap in the restaurants like the second one he went to because they expect you to order alcohol. Some restaurants won't serve you unless you order certain amount of soju.

cheap bbq place like the second one usually have very low price food because the restaurant expect people to come and order a lot of drinks. So they don't make much money off selling the food. They make money from selling soju and maekju(beer). That's usually how it is for a lot of low price restaurants in Korea. Since a lot of Koreans prefer drinking with food rather than just straight up drinking alcohol at bars, these restaurants are good meeting spot for friends or after work get together. Very good option if you want to grab some drinks with friends but don't really want to go to restaurants and order expensive foods just to get grab some drinks. I'm sure they wouldn't mind people only ordering food but usually I would at least order some soda or something when I don't feel like drinking alcohol. $5 for pork belly is a steal anyways.
Where is that $5 Korean BBQ place? I'm going to South Korea soon and would like to go there.
