A bit misleading, as you know, scholarship don't always come for free, before they accept your application for scholarship, you would need to have good grades, good background, achievement, etc depends on the circumstances. Like in my country, university have a 100% scholarship or a 1k$ reward, depends if you seeking for higher education or not. The requirements to apply for scholarship is Graduating with overall score of A, must have a history of being among the top 3 in competition, etc
