Loyola University Maryland Greyhounds was the only thing i could google fu
Regarding Maryland, apparently they have a "Sister States" program which encourages business partnerships between Maryland and other countries. Japan is one of those countries, although they list Kanagawa as the center for their relationship. "Greyhounds" is the mascot for Loyola University, Maryland. I'm guessing the shirt was a business project for the students at that school they were selling in Japan, they appear to have a study abroad program in Japan also.
