They only clean up the tourist area. Also, people don’t put the trash in the garbage can even the garbage can 10 feet away. They rather throw the trash on the ground then in the garbage can. I would say Vietnam is most dirty country in Asia behind India.
Maybe they just don’t want expats there? Maybe they don’t want foreigners moving there. They want tourists that visit and spend money, but don’t want people staying permanently.
Just because there is a loophole does not mean it does not discourage people from moving there. I just don’t think the government wants foreigners living their permanently.
I once knew someone who worked in the "Department of Economic Reform", as he called it. Used to see him at a coffee shop I go to (Highland) when I lived in VN for a couple of years for work. He found it funny while I was trying to learn to converse more in Vietnamese, so he decide to teach me. Although I've learned Vietnamese from school and friends in America, I quickly found out some of their words and slang are used differently. Had the same questions and this is what he told me.
1- Trash – They acknowledge it is a problem and trying to address this through their educational system because lack of funding. For now, cheaper to hire someone to clean up at certain areas.
2 – Retirement Visa – They want visas more related to the economy since they do not want VN to be known as a sex destination. They know it's happening but don't want to official "bless" it since it is easier to control it by not offering any official options. This later will give them more control to lock things down when needed. They also wary of western ideology since this don't seem to work so well (for example, current issues with America and its open border and political issues right now). This especially applies to overseas Vietnamese since they are the more problematic when they try to spread their liberal ideology.
3 – Foreign Business Investment – They need foreign investment but also want to control what type of investments are coming in since they want to ensure local business can stay competitive. They acknowledge they need more specialist skills from foreigners but at the same time want to control the "culture". Bringing back overseas Vietnamese with special skills is needed but what don't want the "western culture" since it opposes their more conservative culture. Only options right now for them is to send their young overseas for education and learn more skills to help the country but most end up staying overseas since the monetary rate is better.
4 – Infrastructure – They also want to minimize the motorbikes but the current roads are small and it's cheaper for people just to get on a motorbikes and go. The current infrastructure cannot support mass transport and automobiles, there are too many different ideas. Railways are a good option but it's costly since it's not profitable. This also applies to China and Japan, their transit system is not profitable, so more funding is needed all the time. Electricity is also an issue, they don't have access to nuclear technology so they have to rely on conventional methods. Clean energy such as solar and wind is expensive, so for now this option is left to the individual preference.
Over all, there are many ideas and debate among the government officials and the different departments. So far, agreement on a system is still far from achievable. They are also looking into other Asian countries on what policy works and what don't. Adapt to what works for countries like Japan , Taiwan, and S. Korea, since are more of a match to their culture than the west. In short, it is easy to say "why don't they have this" but reality, their infrastructure needs to be modernize to support it and they need more skillful workers to support them. All of these requires more funding, which a lot of time they lack. There are also ideas been passing around about setting up new cities and build it as they want it and needs to be, this option is cheaper than upgrading.

I arrived in Vietnam last year on April 1, I loved hanging around this area I was the only Westerner there in fact, I was interviewed one morning by a lady from K tv, i’ve noticed that they’ve shut down the streets around the park for the motor scooters, and there’s a lot less people around there now too because of it.

For Vietnam to grow yes they need to get the subway built. The scooter bandits are crazy and come up to you from every direction even sidewalks included sometimes even wrong way
I have been to Saigon once last year and the only thing that made me feel a bit uncomfortable and also afraid was the lack of lights at night in some streets, it was really dark around 10:30pm. And also, the streets are packed full of men drinking alcohol, me wearing a gold watch on short sleeve, walking through those outdoor restaurants felt kinda worried; kinda like worried someone will cut off my arm though nothing happened. Also, in Vietnam, it seems that funeral cars do broadcast some sort of traditional religious music while carrying a coffin in the open and walking past the coffin car makes me feel really scared. I mean in Canada, coffin cars are basically coffins inside the car and not outside on the board in the back of the car. Another thing is that the traffic is intense but I got previous experience in mainland China several years back dealing with a similar situation where the traffic lights don't mean a damn thing and you gotta be able to cross the street with no signals, gotta stay awake, on drowsy antihistamines, it is very scary when you are like falling asleep and the cars and motorbikes don't stop zooming past you. However, most skillful drivers in Vietnam, most of the population I believe actually know when to stop the motorbike or car skillfully without landing a hit. Even when crossing a 10-lane heavy traffic street around 9pm isn't a highly challenging task. Saigon is a wonderful place. I can't wait to go there again. Why would the Vietnamese govt want a large expat population? That would be a large population of people they can't control.
30 day visa is enough for me, I normally spend about $20’000 Australian staying in 5 star hotels and resorts, beautiful food, tons of cold beer and lots of female company. 90 days would just about kill me😀. Good way to go though I guess 😂

Need more trash cans at every major street intersection in VN. I don't see a VN retiree visa in my lifetime, so don't get your hope too high. Retirees should focus on retirement visa in Thailand, Malaysia, and the Philippines.
