There are two types of SUICA: regular SUICA and welcome SUICA

The Regular SUICA is readily available at most JR East stations but they do require a 500 yen deposit. on the other hand, the welcome SUICA doesn’t require any deposit but is only sold at limited locations.
What’s more, the Welcome Suica is valid for only 28 days.
Refunds for regular SUICA can be made at the Midori-no-Madoguchi counter (JR EAST ticket counter)
The 500 yen deposit will be refunded
