If the Philippine government is worried if a foreigner has indeed been fully vaccinated, just test for elevated antibodies to COVID-19 upon entry into the Philippines. This will verify if person is fully vaccinated or not. The Philippine government is making this much harder than it has to be. The Philippines should worry more about those unvaccinated within their own country, not from fully vaccinated tourists that want to visit the Philippines. The 2019 statistics show that tourism makes up 12.7% of the Philippines GDP. That's a lot of money being lost for every day the Philippines keeps it's borders closed to tourism.

Here Inthe UK we have a app for the NHS direct to your records at the doctor's surgery you can't forge this it's registered via your NHS records with entry to your private records via passport photos and voice recognition so you can't forge it .Please consider this because I had to exit I. January of 2021 and the vaccine in the Phils was not rolled out till march so how can I get the vaccine there when I wasn't even I the country
I think much easier if u swab 72 hours before boarding.. that when u want more careful then upon arriving swab again.. if negative u can go and quarantine at your home after 7days swab again. I think safer that way

1day Before departure negative result PCR ..We arrived in Cebu last may 22.. upon arrival swabtest.. we stayed at the hotel.. received results w/n 22hrs.. we got a flight to Manila the next day..asked favor to my brother to drive the car home to Bicol hassle free checkpoints because we have LGULetter of Acceptance .. upon arrival report to Barangay .. Report to DOH..then we are-living a normal life..
No one will come with quaratine. There are many destinations where no one needs quarantine. Tourist travel to enjoy their holidays and not to be locked up at some place.
