This is a common issue with old 1.4 TDCi.
The water circulation is so little that the disel engine heat couldn't be transferred.
Why we get the issue only on hills?
Problem is probably with us & car. We turn off AC, and the car turn of its radiator-condenser fan.. so hot antifreeze circulate but heat transfer will not happen since the fan is off. It's very pathetic that the thermostat is connected to the ECU & the ECU is not turning on the fan despite very high temperatures.
Ok, solution?
Solution 1: We can have keep the AC on while uphill, there by condenser-radiator fan keeps running.
Solution 2: Turn on the heater. This way antifreeze pass through heating core coil & heat transfer happens inside the cabin.
You can test this after a long ride while engine is still on, turn off the AC. You'll notice that the radiator-condenser fan goes off despite the engine being hot.
Pro tip 😛: don't try to fix thermostat. Mechanic will get the money & nothing else happens. (Even ford ASC mechanics are unaware that the issue is with ECU coding not the thermostat)
