Frustrating, the EFRS system has literallly been in place for a week and now this is already coming out. Glad things are opening but they need to get their stuff together, they've cost people alot of money.

I hope I'm wrong but I think this is a click bait. 2:41 – You state "…all policies for foreign traverlers will be acted upon simultaneously." But the article states "Prime Minister Fumio Kishida's government will simultaneously relax other regulations including the visa requirement, Kihara added." Relaxing visa requirement does not equate necessarily to resume Visa Waiver from any country. For example, currently eVisa is only issued for U.S. and Canadian Citizen. If they expanded eVisa to all suspended Visa Waiver countries, they relaxed the visa requirements in the sense more people can get the Visa completely online without granting Visa Waiver to anyone.
The article continues, "Matsuno said the government will continue to make appropriate decisions based on the infection situation both at home and abroad as well as the needs of travelers and border steps implemented by other major economies." This doesn't sound like a certainty of reopening completely in October. Nothing in any of the articles mentioned stated any certainty and it only mentioned "considering" easing restrictions including Visa waiver.
Aside from this, the article is titled, "Japan to balance easing border controls with COVID countermeasures" That also doesn't sound like opening everything in October. It does sound like some type of restriction will remain to control COVID infection. It's hard to reopen to a level of other G7 nations when the number of ICU beds per 100,000 people is the lowest in the G7 nations and has the highest percentage of the elderly population. They are going to start distributing on 9/17 a updated bivalent vaccine targeting the original strain and the BA.1 strain and not the BA.4/BA.5 strain. The reason is probably the later bivalent vaccine being distributed in the U.S. have not completed its human clinical trials. This means, it'll be harder to control infections from BA.5 which is currently the dominant strain.
If Japan runs out of ICU beds, they'll have a tough decision to make. If you as a foreign tourist gets severely ill from COVID and they deny medical treatment and you die, that'll be an international incident. If they provide medical treatment to you, then they get bashed by the Japanese voters because they killed their grandma in the process of helping you. There's only about 6000 ICU beds for the entire country of Japan with a population of about 125 million. 80% of Japanese Hospitals are privately run and are not equipped to treat COVID patients. Those private hospitals will deny COVID patients. That leaves the 20% which are run by the government but their resources are stressed. One nurse is assigned to 2 ICU beds in Japan. In Germany, 1 nurse is assigned to one ICU bed. In the US, few nurses are assigned to a single ICU bed. US has more than 6 times the ICU beds per 100,000 people than in Japan. Germany has over 5 times the ICU beds per 100,000 than in Japan. The staffing shortage makes this issue very difficult to resolve which is why the restrictions are not reaching anywhere near other G7 nations. If they can fix the lack of ICU Beds, maybe it'll happen but because of this situation, I doubt restrictions will be lifted completely by year end. I'm actually seeing more signs significant progress made by April 2023. The flights being resumed right now are more of a function of dropping COVID negative test results to enter Japan which increased the booking of Japanese Citizens and Japanese residents traveling internationally by 6 folds. The tour without tour conductor escort increased the booking of foreign tourist by 50%. The airlines also started to focus on in-transit passengers whom aren't making Japan their final destination. That made it possible for Japanese airline to return to profitability even before the 9/7 changes.
I’m aiming for April/May next year but want to be able to book my own stuff. I will happily provide my itinerary and wear a mask in all public places but just want the freedom to book everything myself. 🤞🏻🤞🏻🤞🏻

I received my visa yesterday through the eVisa system. I guess I wasted $200 for the ERFS, oh well, at least I got my ticket into Japan secured, arrive in Kansai International on October 6th!!

The Japanese consulate staffers were unable to discuss visa matters face to face, with phone call enquires accepted instead.
The local Australian security guard contractor stated that he feels Australian passport holders will be able to travel to Japan freely, with no visa required, in October. However, this remark was based on recent Japanese press reports. I asked him for an off the record remark, but, he had none to give.
As one could expect, the information pages pinned on the consulate walls were very much Japanese in character and appearance, with heavy use of colours.
