I think the way Japan is approaching the entry situation is a nod to the large Japanese tourist agencies more than for foreigners. The government ensures that these agencies can charge an extra $500 to $1000 per tourist without doing much more than monitoring. These agencies also know that if you have to pay for something, they can sell their other services more easily to a captive market. Many of the smaller tourist operators went out of business because for two years there has been no to little business. So you can bet the larger agencies have been putting pressure on politicians to help them out. If this proves to be money maker, then these operators will lobby for it to become a permanent feature. The cost of entry to Japan so to speak. Was an interesting livestream that I had to view later.
Sorry for being cynical, but most business and politicians do things for their self interests, not out altruism or because it's the right thing. However, we will see.

anyone know where i can book a package tour from a legit japanese tourist agency?
I asked a travel agency. Besides the tour, the plane tickets and hotel; you have to pay 50000 yens per group per day for the tour guide AND 3000 yens per person per day for the ERFS. At leat now you only have to pay for the ERFS. The travel agency I asked let me get the plane tickets and hotel on my own. I only have to give them an extensive description of our itinerary. I don't mind getting a visa
found out that the flights and accomodation have to be booked via travel agency.
After being stuck in China for the past few years, i'm ready to move back to Japan. Was supposed to leave a few months after covid hit which was around feb. Hopefully things will be opened up in dec or jan for non tour visits.
