The stairs was built as a way of worship when the Empire of Japan built Gyeongseong Patriotic Shrine (to commemorate their war criminals who were aggressors but pretended to be victims) on Namsan Mountain in 1943.
After liberation in 1945, the shrine was destroyed and only the stairs and traces remain.
