This year because of Covid administration of Shibuya city asked people not to come, but that did not help much. Definitely there were much less people in costumes but the total amount of people was still high and bars around “helped” a lot.
I passed the main streets around Shibuya Scramble Square and the square itself multiple times looking for people in costumes.
Funny to see anti-mask protestors in costumes of clowns, very symbolic.
