I traveled solo To Bhutan by Road and went to Paro by road. And got the Bhutan Entry permit at Phuentsholing. If you are Planning for a Bhutan Trip then keep these things in your mind
First of all You have to reach Bhutan at Phuntsoling by Road at And the Border Crossing will happen at Jaigaon. There make sure to reach before 3:30 PM as Bhutan is 30 Minutes ahead of India so to get the permits you need to be there around 2:30 Indian time to get the process done.
To get permit you must have an Identity card. A passport, voter Id, or Aadhar card. And then at the immigration, you have to fill a form. And if you are a solo traveler then you have to have an application letter written.

At my time of visit there was no Fee for Indians but later Bhutan might charge a Sustainable Environment fee around 1200 INR per day. And Remember 1 Ngultrum is equal to 1 Rupees.
And there is an online Bus service which you can book. And I will recommend you to use that if you want to save some of your money. But You will get the buses to Thimphu and later you can plan your journey like first Thimphu, then Punakha and later Paro.
