KYOTO, Japan — Lodging taxes in the city of Kyoto will rise to as much as 10,000 yen ($64) per person nightly effective Sunday — 10 times the previous maximum — bringing in money for tourism infrastructure and overtourism countermeasures at a hugely popular destination.
