The Philippines’ local employment facilitation systems and innovations took center stage during the recent study visit of officials from Japan’s Ministry of Health, Labour and Welfare (MHLW) to the Quezon City Public Employment Service Office (PESO).
The MHLW is Japan’s counterpart to DOLE’s Bureau of Local Employment (BLE), managing public employment services.

The visit aimed to foster a deeper understanding of the Philippine labor market through a closer look at how Quezon City’s PESO supports job seekers through efficient job matching, use of information systems and data management, and extensive community engagement, offering valuable insights into modern labor market practices.
During the visit, representatives from the BLE, led by Senior Labor and Employment Officer Sheila Merl Q. Lantaca, shared the Department’s ongoing efforts to strengthen public employment services through policy coordination, digital labor market systems, and sustained support for PESOs across the country.
On the part of Japan’s MHLW, the visiting delegation was led by Mr. Mitsuru Maemura, Director of the Office for Economic Partnership Agreement (EPA), together with Mr. Masahiro Kawasaki, Deputy Director; Ms. Satomi Endo, Officer; and Mr. Yuki Suzuki, First Secretary and Labour Attaché of the Embassy of Japan, alongside interpreter Aisaku Yokogawa.
The officials are from the MHLW division responsible for policies on the employment of foreign workers, including nurses and caregivers, under the EPA between Japan and the Philippines.
The activity was part of a week-long itinerary, which included observing EPA applicant briefings and conducting field research on the Philippine labor market.
As part of the exchange study visit, Philippine technical staff from the BLE and DOLE Regional Offices conducted a study visit to Tokyo, Japan to observe the operations of Japan’s PES employment centers. END/BLE, IPS
