Supporting Japanese Companies’ Expansion into Latin America and the Caribbean’s Infrastructure Sector
On October 30th and 31st, 2025, Mr. Tomás Serebrisky, Manager of the Infrastructure and Energy Sector (INE), and Mr. Gastón Astesiano, Head of the Public-Private Partnerships (PPP) Unit at the Inter-American Development Bank, visited Tokyo, Japan. The mission aimed to promote and support the participation and expansion of Japanese companies in the infrastructure sector across Latin America and the Caribbean (LAC).

During their stay, the delegation participated in sessions for the exchange of ideas and opinions with public and private stakeholders under the Public-Private Platform of Latin American and the Caribbean Infrastructure Development Alliance (PLACIDA) and others, discussing opportunities for collaboration between Japanese companies and the IDB Group in advancing infrastructure development and PPP initiatives in the region. The delegation also held individual meetings with leading Japanese players in the construction and energy industries, as well as major Japanese conglomerates, to discuss opportunities for collaboration in both technical and financial areas.

In addition, meetings were held with Japan’s Ministry of Finance (MOF), Ministry of Land, Infrastructure, Transport and Tourism (MLIT) and Japan International Cooperation Agency (JICA), where the ministries and agency expressed their strong support for facilitating Japanese private sector engagement in LAC markets.

The visit further strengthened IDB Group’s partnership with Japan and is expected to foster greater collaboration toward sustainable infrastructure development in the region.
