  5. In Canada bear/deer population and territories naturally expands over time. Licenced hunting keeps their population in check and keeps them away from cities.

  6. Sounds to me like they need a bear hunting season. This is almost certainly due to overpopulation of bears; there's too many bears for them to remain isolated from humans, so they're competing for territory with humans. That's when their numbers need to be thinned out, because we're at the top of the food chain and shouldn't be subjected to the risk of cohabitating with bears when we don't have to. Come on, Japan, go samurai on those lesser creatures.
