The agreement with Tokyo seeks to promote collaboration in infrastructure, transport, urban resilience and digital transformation
H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, and Chairman of The Executive Council of Dubai, witnessed on Monday the signing of a series of bilateral agreements and partnerships at the Asia-Pacific Cities Summit and Mayors’ Forum 2025.
Aimed at strengthening international cooperation in building sustainable, human-centered cities, the Memoranda of Understanding (MoUs) were signed at the Government of Dubai Pavilion at the summit in Expo City Dubai.
MoUs to shape the future of sustainable cities
Abdulla Mohammed Al Basti, secretary-general of the Executive Council of Dubai, and Yuriko Koike, the Governor of Tokyo, signed a bilateral MoU to promote collaboration in infrastructure, transport, urban resilience and digital transformation, underscoring Dubai’s role in shaping the future of sustainable cities through global partnerships.
Abdulla Al Basti and Councillor Adrian Schrinner, Lord Mayor of Brisbane, Australia, also signed an MoU aimed at strengthening bilateral collaboration and knowledge exchange. The partnership focuses on urban governance, hosting major events, tourism, business tourism, improving the quality of life and attracting talent.
The Asia-Pacific Cities Summit and Mayors’ Forum 2025 runs from October 27-29 and is one of the world’s largest gatherings of city leaders, uniting government and private sector representatives to exchange ideas and shape the future of sustainable cities. The previous edition in 2023 generated business opportunities exceeding AED5.6 billion, reflecting the summit’s global impact.

Global hub for urban dialogue
Ahead of the signings, Sheikh Hamdan attended the opening of the 2025 Asia Pacific Cities Summit (2025APCS) and Mayors’ Forum, hosted by Expo City Dubai. The event is one of the world’s largest and most diverse gatherings of mayors, city leaders and business decision-makers. Held at the Dubai Exhibition Center until 29 October, it brings together more than 150 mayors and representatives of over 350 cities to collectively advance the future of sustainable and inclusive urban development.
His Highness Sheikh Hamdan bin Mohammed said that Dubai’s hosting of the Asia Pacific Cities Summit and Mayors’ Forum 2025 reflects its prominent status as a global hub for urban dialogue aimed at advancing innovative solutions to build more sustainable, inclusive and smarter cities. The participation of leaders from more than 350 cities around the world.
This landmark event highlights the global confidence in Dubai’s development journey and its leadership in building an integrated urban model based on collaboration and the exchange of expertise and knowledge, His Highness said.
“The vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has laid the foundations of a future-ready city centered on people, knowledge and innovation. This vision is clearly embodied in Dubai’s achievements in urban planning, resource sustainability and the development of advanced digital and service infrastructure that positions it among the world’s most future-prepared cities,” Sheikh Hamdan said.
