This is such a meme. Plenty of people, Japanese included cannot finish the large portion sizes of many Ramen shops. I’m not going to overeat because some westerner saw on a YouTube video that its rude to not eat every last drop.
That said, goddamn they barely touched it. Why order food at all?

I took two team members out to lunch. I asked about dietary restrictions and aversions. One of the dudes said he was a slightly picky eater but anyplace we went he would find something. There’s a decent poke/sushi/ramen spot close to work so we went there.
He ordered ramen, and ate NO NOODLES.

I ate everything I ordered in Japan. I heard it was rude to leave food but also the food was so good I devoured it.

To give some context:
If you eat ramen in Japan, don’t leave your bowls like this please
I captured this at Ramen Oyster and Shell, next to Tsukiji market. Two tourists left their bowls like this and it honestly shocked me. It looks like both got the oyster bowl (which is great), but don’t like oysters??
Please remember that you can also get half bowls or just ask the staff to do half the noodles (say “men hanbun”) if you’re not a big eater. Literally all shops are happy to accommodate.
Actions like this give all foreigners in Japan, residents and tourists alike, a bad reputation and it’s pretty disrespectful in my eyes.
Btw I will not reveal their nationality or other traits, but they were clearly tourists.

Bizarre. Stick to famichiki…
So are they required to eat what they paid for?
Who cares they paid
