Even though online casinos and sports betting are banned in Japan, foreign operators continue to advertise heavily to the Japanese market. Many such companies require users to access their platforms through VPNs, yet they persist in providing these services. Effectiveness and Limitations of Cross-Border Enforcement

While Japan hopes international cooperation will help curb illegal gambling, it faces challenges in enforcement. Japan is not alone in seeking cross-border assistance in this area. For example, Australia has also reached out to international regulators to combat illegal gambling, though both countries have seen only limited success with these approaches so far.
