The second snowstorm in a week paralysed Tokyo on Sunday, with ten inches of snow causing power cuts to almost 20,000 homes. Nationally, 12 people were reported dead and more than 1500 injured in weather-related accidents.

Continuing poor weather conditions caused the cancellation of hundreds of train journeys and flights. The roof of a shopping mall in the Hachioji district of the capital collapsed under the weight of snow cover, while two trains on the line between Tokyo and Yokohama collided.
