SENDAI, Japan — Close on the heels of their countries pledging to boost cooperation in the semiconductor sector, Indian Prime Minister Narendra Modi and Japanese counterpart Shigeru Ishiba on Saturday began down that path by taking a shinkansen from Tokyo northeast to Sendai.
