Tokyo, August 30, 2025 – Prime Minister Narendra Modi’s two-day visit to Japan concluded with both countries announcing a wide-ranging set of agreements aimed at deepening their Special Strategic and Global Partnership. The outcomes cover cooperation in defense, economy, technology, environment, culture, and people-to-people exchanges.

1. India–Japan Joint Vision for the Next Decade

India and Japan adopted a 10-year strategic framework to guide cooperation in eight priority areas: economic partnership, economic security, mobility, ecological sustainability, technology and innovation, health, people-to-people ties, and state-prefecture engagements.

2. Joint Declaration on Security Cooperation

A comprehensive declaration was signed to evolve defense and security cooperation between the two nations, enabling joint responses to contemporary security challenges.

3. Action Plan for Human Resource Exchange

An action plan was finalized to facilitate the exchange of 500,000 people between India and Japan over the next five years, including 50,000 skilled and semi-skilled workers from India.

4. Memorandum of Cooperation on Joint Crediting Mechanism

The two sides agreed to work together on decarbonizing technologies and infrastructure. This mechanism will support India’s greenhouse gas reduction goals while promoting Japanese investments in sustainable development projects.

5. MoU on India–Japan Digital Partnership 2.0

The new digital partnership will enhance collaboration on digital public infrastructure, talent development, and joint R&D in advanced areas such as AI, IoT, and semiconductors.

6. Cooperation on Mineral Resources

A memorandum was signed to strengthen supply chain resilience for critical minerals. The cooperation covers processing technologies, joint exploration, mining investments, and stockpiling strategies.

7. Space Cooperation – Lunar Mission

ISRO and JAXA concluded an implementing arrangement for the Joint Lunar Polar Exploration Mission (Chandrayaan-5), outlining terms for joint space research and exploration.

8. Declaration on Clean Hydrogen and Ammonia

Both nations agreed to promote joint research, investment, and project implementation in hydrogen and ammonia, focusing on emerging technologies and sustainable energy innovation.

9. Cultural Exchange Agreement

A memorandum was signed to boost cooperation in art and culture through museum collaborations, exhibitions, and cultural preservation practices.

10. MoU on Wastewater Management

India and Japan agreed to work together on decentralized wastewater management systems, enabling effective reuse of water for public health, environmental protection, and sustainability.

11. Environmental Cooperation

An enabling framework was established for collaboration in pollution control, climate change, waste management, biodiversity conservation, and environmental technologies.

12. Institutional Collaboration

A separate MoU was signed between Indian and Japanese institutions, including the Sushma Swaraj Institute of Foreign Service, to enhance training, research, and institutional exchanges.

The visit highlighted both countries’ intent to advance a future-oriented partnership, balancing security interests, sustainable growth, technological leadership, and cultural ties.
