I don’t know about normal, but did they cook the pork with eggs? Edit to say oyakodon is chicken cooked with eggs and more on rice. Maybe similar

Looks like katsudon to me The fried pork is cut, stewed just a bit with onions in broth, and then scrambled egg is poured on top and kinda soaks up the broth.

Yes, that looks normal. A little messy/rushed looking, but normal. When made in bulk for supermarkets or cafeterias, it’s [often done on a sheet tray](https://www.kaze-suzuran.com/ebetsu/column/clmn201404_4.html).
