CHIBA (TR) – Chiba Prefectural Police this week arrested a 43-year-old Tokyo fireman over the alleged illicit filming of a woman at a railway station, reports the Sankei Shimbun (July 17).
At around 9:40 p.m. on Wednesday, Tatsunori Saika, a firefighter at the Kanamachi Fire Station, allegedly used his smartphone to take tosatsu (voyeur) footage up the woman’s skirt on an escalator at JR Abiko Station.
Upon his arrest for violating the Law Banning the Taking of Sexually Explicit Photographs, Saika admitted to the charges. He said, “I saw a woman wearing a short skirt on the train and I really wanted to see her underwear.”

In carrying out the crime, Saika placed his business bag containing his smartphone near her skirt. When the woman noticed suspicious movement, she screamed. A nearby station employee then apprehended Saika.
A representative of the Tokyo Fire Department commented, “We deeply regret the arrest. We will verify the details and take strict action.”
