An Indian all-party parliamentary delegation visited Japan this week to highlight India’s firm and united stand against terrorism, with a particular focus on cross-border threats stemming from Pakistan. The visit comes in the wake of the April 22 terror attack in Pahalgam, Jammu and Kashmir, which claimed the lives of 26 people.

The delegation, comprising members from seven political parties and led by JD(U) MP Sanjay Kumar Jha, is on a mission to inform international stakeholders about the threat of terrorism originating from Pakistani soil. Their discussions with Japanese leaders centred on the need for global cooperation to address terrorism in all its forms.

In Tokyo, the delegation met with Yasuhiro Hanashi, Acting Chairperson of the Research Committee on Counter-terrorism of Japan’s ruling Liberal Democratic Party (LDP) and former Justice Minister. The Indian Embassy in Japan stated that both sides reaffirmed their zero-tolerance policy towards terrorism during the interaction. Meetings were also held with Minoru Kihara, former Defence Minister of Japan and Shinako Tsuchiya, Director General of the LDP’s International Bureau.

Speaking during an interaction with Indian community members in Japan, leaders from various Indian political parties presented a rare united stance. Congress leader Salman Khurshid spoke about India’s inclusive ideology since independence, in contrast to Pakistan’s religious-based approach. He noted that India’s contributions to regional peace, including during the creation of Bangladesh, showed its responsible role in the region.

TMC MP Abhishek Banerjee stated that India will not succumb to threats and must act decisively. He compared terrorism to a “rabid dog” and referred to Pakistan as its “vile handler,” calling for international collaboration to curb terrorism at its roots. He highlighted that India’s military actions are always measured and do not aim to escalate conflict.

CPI-M MP Dr John Brittas stated that despite political differences, all members of the delegation prioritised national interest over party lines. He criticised Pakistan’s military leadership, pointing out recent statements by Pakistan’s army chief and historical patterns of state support for terrorism. He also cited a Pakistani minister’s open admission of supporting terror groups as proof of state complicity.

JD(U)’s Sanjay Kumar Jha underlined the military response launched by India after the Pahalgam attack, referring to the Indian Air Force’s targeted strikes and the damage caused to Pakistani airbases. He noted that when Pakistan’s Director General of Military Operations (DGMO) reached out for a ceasefire, India agreed, reflecting a desire to de-escalate. However, he stressed the importance of informing the world about Pakistan’s role in harbouring terrorists.

Jha also spoke about the need to review the Indus Waters Treaty, stating that 80 per cent of the Indus water is being given to Pakistan, which may no longer be feasible due to changing climate conditions and domestic needs. He quoted Prime Minister Narendra Modi’s statement, “blood and water cannot flow together,” to support the argument.

India launched ‘Operation Sindoor’ on May 7 in response to the Pahalgam attack, targeting terror camps in Pakistan and Pakistan-occupied Kashmir. The delegation will also visit Indonesia, Malaysia, South Korea and Singapore as part of its international outreach to counter misinformation and strengthen global support for India’s anti-terrorism efforts.
