Starting from 2028, Japan will launch pre-arrival screening of visa-free travelers, Japan’s Ministry of Justice has confirmed.
The decision comes as part of the government’s efforts to make the process more efficient by introducing screening systems similar to the US Electronic System for Travel Authorization, amid the government’s efforts to further boost tourism, VisaGuide.World reports.
A total of 36.87 million foreign tourists traveled to Japan in 2024, accounting for a 47.1 percent increase compared to 2023 figures, thus marking a new record. The government aims to increase the number of visitors to 60 million by 2030. The tourism industry makes a significant contribution to the country’s economy.
The new changes, once they become effective, will oblige travelers from visa-exempt countries for short-term stays in Japan to give personal and travel details, such as their names, reason for visiting, and their locations, at least several days before arrival.
Japan’s Ministry said that the Immigration Services Agency will examine travelers’ information before their arrival. If someone has a criminal record or has stayed in Japan in an irregular way before, they may not be permitted to board their flight.
According to the Foreign Ministry, nationals of a total of 71 countries and regions, taking into account the United States and South Korea, are excluded from the requirement of obtaining visas for short-term stays.
The United States started the ESTA system in 2001 after the September 11 terrorist attacks. Since then, other countries like Canada have set up similar systems. The agency is attempting to find new ways in order to make the screening operations faster by using digital tools and removing the need for in-person steps.
