You will often see broken umbrellas just leave on the street after a rainy day especially in rainy season or during typhoon. Another common thing get stolen is more personal items. That's wild that he'd keep them in his locker. You'd think someone who's job is to solve crimes would be better at hiding his own.
The umbrellas are a very logical thing. I've left at least one behind at a pub that was off my beaten path. Wasn't going to bother going out of my way to pick it up. I donβt drive. I bet many would just sit useless in lost and founds instead of being useful like in North America.
I've had underwear stolen.
