TOKYO (TR) – Tokyo Metropolitan Police have arrested a male employee of a so-called “men’s concept cafe” in Toshima Ward for allegedly engaging in sex with a female high school customer at a hotel last year, reports NHK (May 2).
On New Year’s Eve, Towa Kudo, a 21-year-old employee at Fukuro Lounge, allegedly lured the girl, 17, to the hotel to engage in lewd acts while knowing she was under 18 years of age.
Upon his arrest on suspicion of violating the Ordinance Regarding the Healthy Development of Youths, Kudo denied the allegations. “I went to the hotel, but I just took a shower and ate,” the suspect said.

According to police, Kudo invited the the girl by suggesting he had romantic feelings for her to boost sales at the lounge. “I want to end my last day [of the year] with you,” he wrote.
Police added that she had visited the cafe about 30 times since around October last year, spending about 1 million yen. She accumulated about 1.5 million yen via prostitution and relationships with men based on papakatsu, or compensated dating.
