A trio of Japanese energy firms are carrying out a carbon capture and storage (CCS) project in the Tomakomai area of Hokkaido, Japan.
Japan Petroleum Exploration Co., Ltd. (JAPEX), Idemitsu Kosan Co., Ltd., and Hokkaido Electric Power Co., Inc. (HEPCO) signed a contract with the Japan Organization for Metals and Energy Security (JOGMEC) for engineering design work on a CCS project in the Tomakomai area.
The three companies were chosen through public solicitation to execute basic engineering design for a CCS value chain, as well as an assessment of the carbon dioxide (CO2) storage potential at the planned storage site, JAPEX said in a news release. The CCS project is aimed at being launched by 2030.
The consortium will conduct specific technical studies on CO2 separation and capture as well as CO2 transport and storage, as part of the consideration for a final investment decision, according to the release.
Specifically, Idemitsu and HEPCO will deliver engineering design for the necessary equipment at each CO2 emission source. For CO2 transport and storage, JAPEX will deliver engineering design for the pipelines and equipment connecting each emission source to the candidate storage site.
Further, JAPEX will deliver engineering design for the equipment that will inject and monitor deep saline formations in the sea area around Tomakomai, with a target of CO2 storage volume of 1.5 million to 2 million tons per year in 2030.
JAPEX will also carry out preparation for an exploratory well, formulate a plan for procuring and storing the equipment and materials needed, drill, and analyze and assess the data obtained from the well.
Exploration Drilling in Hokkaido
Earlier in the month, JAPEX announced that it planned to conduct exploratory drilling to confirm the presence of natural gas in the offshore Hidaka area of Hokkaido.
The project will be conducted at a location approximately 3.1 miles (5 kilometers) northwest of the location where previous exploratory drilling operations were done in 2019. The survey period is scheduled for March to May 2026, according to a separate news release.
JAPEX said it has been commissioned by the Natural Resources and Energy of the Ministry of Economy, Trade and Industry (ANRE) to analyze and evaluate the data for future development potential. The project was selected by ANRE as a subsidized project under the program “Subsidy for Geological Survey for Domestic Oil and Natural Gas in FY2024,” and up to 50 percent of the drilling costs will be supported with public funds.
If the presence of natural gas is confirmed and commercial scale production is realized through the project, “it will enable a stable supply of domestically produced natural gas that is not affected by international affairs and is expected to further contribute to the stable energy supply to Japan as well as to enhance our corporate value,” JAPEX said.
