You didn't realize she set her bag at your feet and both of you walked away. So the Japanese person who saw the lonesome bag turned it in for your eventually reunion. Japanese people rarely ever set anything down on the ground and also do not sit on the ground (this is different from indoor floor, but never just on the ground outside). Did the person you're calling a "thief" take anything from the bag? It sounds like just a Japanese person observing the usual etiquette: things left on ground 👉 police station.
